Description:
Sends a text message to a specified target. If targetmode is set to 1, a
message is sent to the client with the ID specified by target. If targetmode
is set to 2 or 3, the target parameter will be ignored and a message is sent
to the current channel or server respectively.
Example:
sendtextmessage targetmode=2 target=1 msg=Hello\sWorld!
